Is just cause 3 very cpu based??
my specs
gtx 1070
i5-4440
windows 10
8gb ram, i think its hyper x glacier or something idr
im hitting 85 to 99% cpu and around 80% in memory in my task manager
the game told me i dont have enough memory when i launched it

The not enough memory warning can be considered a 'bug'.

If it really bothers you just disable some Windows Services that you are not using and free up an extra 512MB of RAM.

I doubt you need to as it is not using > 95% of your RAM already, so you should be fine.

RAM should be fine, I see about 6-7 GB usage while it's running. You're good with 8 for most things these days. CPU should be fine too, I have a Xeon W3550 (quad core 3.06GHz hyperthreaded) and I see about 40% usage and it seems to mostly use only a single core. It doesn't seem to use the other 7 at all, about 2% usage of two other cores and about 75% usage of my first core. With your 4th gen i5 your single core performance should be more than adequate. I believe this game is a mix between CPU and GPU kinda like GTA5. It is possible your CPU is bottlenecked, as it's a couple generations old, and your 1070 is current generation architecture. Check your GPU usage in game and if it is low, that probably means it is waiting for your CPU to catch up. One way to equalize them is to crank up some settings and take some of the load off your CPU and transfer more of the load to your GPU, such as a higher resolution, higher textures, etc... Or you could do a bit of overclocking to your CPU to squeeze a few hundred more MHz out of it, which would also help.
