These three games kept to the formula that made these games so much fun to play. You liberate areas by blowing stuff up. Which ramps up your chaos meter. You can spend hours doing this as you search for that one last thing to blow up to get the meter to show 100%. JC2 is legendary for this. Its a lot of fun because you get goofy weapons, explosives and the excellent Bavarium suit in JC3 which lets you fly like Ironman.
Theres TONS of mods for JC2 and JC3 , very easy to install too.
JC4

So, the devs looked at everything that made the previous 3 games fun - and removed them. You no longer blow stuff up to progress. In fact theres no need to blow anything up in free roam to progress.
Instead you have to do missions....the worst mission design in all of gaming history is in JC4. Absolutely dull boring copy-paste mundane sleep-inducing, festering, smelly repetitive piles of rotting garbage missions. Going through these will advance the "front lines" on a map and this is how territory is taken over. It makes for very very boring gameplay.
You CAN still blow stuff up in free roam - but it does not matter like it did in the previous games. There is a flying suit in this one but heavily nerfed compared to JC3. For example in JC3 you can launch out of the water. Not in JC4.
It does have some fun stuff - get the hoverboard DLC. The balloons are fun too , attach them to cows etc.
The graphics specially the water looks like they came from 1992. JC2 water is better! The biomes can look good sometimes but really the gfx in 4 are lacking. ReShade can help a lot.
JC4 is the worst of the series, it boggles my mind as to what they were thinking.
To summarize:

JC2: the best of them all
JC3: good fun
JC4: tie a rock to its legs and throw it in the river
Theres lots of mods for them all.
Also the graphics are not bad as such, its more they seem to have gone with a worse art style so overall it looks worse, though if you kind of compare individual things like for like it probably has more detail etc.
While I prefer 3 over 2, 2 is still a great game. So either one, though yes I would avoid 4.
