GTX 970 I7-5820K FPS Issues [SOLVED]
Hey,

Read the pinned thread but it didn't resolve the issue so sorry for having to post yet another performance thread...

Specs:
i7-5820k
16gb ddr4 RAM
GTX 970
Installed on SSD
Drivers updated to 1st of December game ready driver.

The game refuses to go above 20 FPS no matter what is going on. It just sits at 20FPS. I've tried:
Running it on Nvidia surround (5760x1080) - 20FPS
Just fullscreen 1920x1080 - 20FPS
Borderless windowed 1920x1080 - 20fps
Ran it on all minimum settings - 20FPS
All maximum - 20 FPS
Using Nvidia GeForce experience auto optimize - 20FPS.

The only thing that changes is system usage which I have yet to see hit 100% GPU or CPU (Hovers around 50% depending on settings used).

What's the deal?? Any ideas how to fix it?

Thanks!

EDIT with what worked for me:

Okay, so I'm not sure I quite believe this myself but stay with me here:

Having another game open has solved my issue. (I know right?)

I opened Just Cause 3 after reinstalling it while I was watching a Dota 2 game in client and Just Cause runs at 60FPS max settings. I close Dota 2 and just cause drops back down to 20FPS (Showing it isn't just the result of reinstalling).

The reason why this seems to be the case, Dota 2 causes the GPU to jump to around 60% usage, upping the power which I guess give Just Cause 3 enough to run at 60FPS while dota is tabbed out and Just cause is active.

Essentially the issue seems to be Just cause not using the GPU properly?

Anyway once again thank you everyone for trying to help out! Much appreciated. Hopefully this helps someone else!

i have a i7 5820k and a gtx 980
i do get fps drops from time to time it just seems that most games at launch have problems with 6 core processors. I have no idea why it stays at 20 fps.
If i may ask do you have this problem with any other gam if so be shur to reply and i could help.

Can't help your issue outside of suggesting it is something localized to your machine. My reason for saying so is that I have a somewhat similar setup. Same video card (eVGA brand), similar (but older) CPU (i7-2600k), and less RAM at 8g. I'm using the "optimal" settings via the GeForce Experience app. I can stream the game at 1080p60 while staying in the 40fps range.

So in effect, hardware wise, the primary different between our machines makes mine slightly worse. If it's hard locked to 20fps, I would suggest you start looking into something that may be locking your refresh rate. Possibly something external (random application), maybe a jacked registry key, anything like that. Your machine certainly CAN run the game well.

Also might try verifying your game cache for this title. Let me know if you need help on how to do this. I play this at 1080p and 1440p Hitting over 110 FPS the whole time with max settings. My GPU at 1080p is at about 47% used, and about 84% at 1440p. The game doesn't really need to use 100% all the time.

disable vsync
MLG_McDonald Dec 30, 2015 @ 10:45am
Thanks guys, managed to get it to play at 45fps turning everything to lowest setting (still 1080p). Still not great considering it should play at easy 60fps but it's playable! Using the optimal settings on GeForce Experience gets 20FPS.

Don't have the issue with any other games they all play at well above 60fps (except AC syndicate which is around 50-60) started playing dying light again for example and get 60fps with everything on max.

Game cache didn't help unfortunately

I also thought it might have been Vsync but disabling it didn't help. Turning global lighting off improved it by around 5 fps (again strange since it runs at only 20% usage)

The theory about it by using 6 cores effectively could well explain it especially with the strange usage stats.

I'll keep playing around, maybe an update to video drivers or the game will suddenly fix it!

If anyone else has any ideas let me know!

Also, don't forget about mobo drivers. They can have quite the impact on overall performance too.

Regarding cores, you could try turning some of them off for the process, or maybe even running it on a single core. I've not heard of such things much recently, but I remember there were games in the past that would eat crow with more than a core running.
Chargeit Dec 30, 2015 @ 11:52am
No way a DX11 game made in 2015 is going to favor running on a single core. Not worth the effort.

What clocks are your GPU running at?
What Clocks is your CPU running at?

Would suggest using a program such as Afterburner to Check GPU clocks.

Windows task manager can be used to watch CPU clocks.

If you have triple screens then set up the programs on one of the monitors to watch stats.

If you are overclocked anywhere it might be a good idea to write down your settings then reset to stock settings.

*What it sounds like to me is your GPU is running like it's in idle mode. Chances are your GPU clocks are way lower then they should be which is why even at 100% usage your fps is so low.

Could try forcing it into high performance mode in control panel at the game level. Hopefully it's just a bug and not a power delivery issue.

Not currently overclocking anything.

I use MSI gaming app and have it set on Gaming Mode and it shows the CPU as being at 3400/3600 and GPU at around 1200 while playing the game. I use the in game overlay for the app as well which shows temps, fan speed and usage etc.

Currently installing the game on a newer HDD to see if that solves it as the SSD is pretty full.

Thanks for the help again!

Do you have a Gsync monitor? Noticed some times it can glitch out when Gsync windowed mode is enabled and cause some things to run really low fps. Heaven 4.0 is very susceptible to this.

Another thought is maybe try alt-tabbing out of the game and then entering it again. Though, even if that works it's less then ideal.
MLG_McDonald Dec 30, 2015 @ 2:46pm
I don't believe I have a Gsync monitor (Doesn't say it anywhere on it and i'd imagine it would say it on the box)

I did notice one strange issue when I alt-tabbed a while ago, the game would run at 50FPS when tabbed out then tabbing in would drop it to 20 again. That only happened once though and could have been a glitch with the counter

For some reason it must be treating Just Cause 3 like it's a 2d and not a 3d application.
[+] hadji Dec 30, 2015 @ 4:35pm
You might be able to find a 3rd party app that can force the refresh rate. I think RivaTuner can do that kinda of thing. If it works, I'm sure it'd be a much gentler solution than running two 3d apps at the same time.
MLG_McDonald Dec 30, 2015 @ 5:43pm
I installed RivaTuner with the afterburner software so I'll take a look at that in the morning and see if it helps!

Thanks,
