SRY for my bad english,My Laptop Specs:
Processor=Intel Core i7 4700HQ@2.4ghz
Ram:8gb
Graphic Card:Nvidia Geforce GTX 760m(2gb memory)

Before I doing the following steps I get 10-25fps,after I get28-50fps..

Let's Start!
1)Turn Vsync Off!(boots almost 10fps!)
2)Do noy use fullscreen!(right click at just cause 3 ,propeties,start up options,enter \borderless \windowed)
3)Anisotropic Level:Set 2X
4)Resolution:If your graphic card is pretty good, set 1920×1080,but for me 1600×900which same with xb1 resolution works best
5)anti aliasing:this is ♥♥♥♥♥♥♥♥!(turn it off!and set it at nvidia control panel)
6)texture quality set high
7)water detail set low or medium(boots very much fps!!!)
8)shadow quality set low!!!(boots very much fps)
9)SSAO off(boots very much fps but make graphic quality getting low)
10)motion blur off
11)edgr fade off
12)global ilumination off(same reason with SSAO)
13)Screen Space Reflection off(big fps killer)
14)Run game at offline mode
15)When you running the game, press ctrl+alt+delete to open task manager, find just cause 3 .exe, right click on it, go to details, right click on it again, set priority,Above Normal Or High, don't choose realtime

Yea, OP's profile seems very new to Steam and probably PC gaming, he's running a pretty medium powered laptop and he was able to drastically increase his FPS by 100%, that's a big deal for him and I am glad he showed up to try to help others, to me it's a sign of a welcome good guy around Steam. We all start somewhere and it's the gamers who care about games and players that seem to have the most fun and friends. My hat's off to OP for posting, hanging it all out there in what just seems like his enthusiasim for the hobby and desire to help others.

do not search too far, thoses devs just made a utter bad job on that JC3 version, so imho, whatever you are going to try, the game will run like crap.

2/10 derivative ♥♥♥♥ post, fails to achieve the same level of excellence as it's precursors.
Yet here I am playing it locked at 60fps 1440P ultra settings. No stuttters or crashes even after a 6hr long straight gaming session.
vSync off? Never. Looks like garbage. Soon as I saw that on this "guide" I laughed and said, "Nope. OP is a moron."

Find that hard to believe unless you are using an unreleased Pascal GPU. 980ti can't sustain 60 fps at all times in 1440p max settings. It's sitll not what you would call bad but if you set tons of massive explosions all off at once you can even get it to drop to 40's .
It's usually 70-80 sometimes 100 fps though. This was running one at almost 1500 mhz as well.

I'll be glad to make a video and post it here for you to watch..... I have tried hard to get it under 60fps multiple explosions and nothing I do has dropped it below 60 yet and that is maxed settings at 1440p res.

My 980TI is at a constant 1526mhz core and +400 on the mem... My 4790K is 4.5ghz and my 16gbs of DDR3 ram is 2400mhz.
If you are dipping into the 40's with a 1500mhz 980TI then something is wrong.... You need to make sure you are running bordorless windowed mode because if you dont then you will get nasty double buffering effects with vsync turned on.
Step 1 Buy a Titan X
Step 2 Buy a 4K monitor
Step 3 Crank all the options up (except AA you don't need that any more), and ejoy a beautiful tear enducing game at 60 fps.
