SRY for my bad english,My Laptop Specs:
Processor=Intel Core i7 4700HQ@2.4ghz
Ram:8gb
Graphic Card:Nvidia Geforce GTX 760m(2gb memory)

Before I doing the following steps I get 10-25fps,after I get28-50fps..

Let's Start!
1)Turn Vsync Off!(boots almost 10fps!)
2)Do noy use fullscreen!(right click at just cause 3 ,propeties,start up options,enter \borderless \windowed)
3)Anisotropic Level:Set 2X
4)Resolution:If your graphic card is pretty good, set 1920×1080,but for me 1600×900which same with xb1 resolution works best
5)anti aliasing:this is ♥♥♥♥♥♥♥♥!(turn it off!and set it at nvidia control panel)
6)texture quality set high
7)water detail set low or medium(boots very much fps!!!)
8)shadow quality set low!!!(boots very much fps)
9)SSAO off(boots very much fps but make graphic quality getting low)
10)motion blur off
11)edgr fade off
12)global ilumination off(same reason with SSAO)
13)Screen Space Reflection off(big fps killer)
14)Run game at offline mode
15)When you running the game, press ctrl+alt+delete to open task manager, find just cause 3 .exe, right click on it, go to details, right click on it again, set priority,Above Normal Or High, don't choose realtime

Ultimate guide is get a GTX 970 or better and turn everything to Ultra and enjoy. Seriously it really comes down to the card. If you have to turn a lot of settings down to enjoy this game chances are you have to in other games and..in my estimation that would be time for a new card. It is not usually the case that one game runs like crap and others run great. Often you will see performance suffer in many new games and that is your signal that your card is slowly becoming outdated and can't keep up. Its just a fact of gaming on the PC and even though upgrading stinks you only have to do it now about every 5 years.

Ryse: Son of Rome taxed my 465 GTX horribly and shortly thereafter other games starting doing the same. That is when I saved up and bought the 970. The 980 was too high and the TI wasn't out. We all go through video card upgrade woes but those who own newer cards will tell you they are worth every penny.
