It might, possibly, at lowest, get playable frames but I'm not too familiar with the 4210u

who need bigger spec fallout 4 or just cause 3?

In my personal experience, Just Cause 3 tends to be more intensive. I have both games. I can run Fallout 4, with ENBs and shaders, as well as 4k retextures, at Ultra without dropping below 60fps. I can run Just Cause 3 at high(Not Ultra) at 50fps steady, with drops around large explosions. I don't know which one is designed to be more intensive but Fallout 4 is definitely better optimized.

the game got fps problems at the moment. i got a gtx 860m 2gb ddr5 and a i7 4710HQ @2.50ghz (Boosts up to 3.5Ghz)
and 16 gb ram
it's laggy, especially when it's raining. (drops down to 20) fallout gets 50+ 1080p with high settings

How so? Just based on what you posted the only thing that's different is my GPU and CPU

there we have it. you can't compare a m card with a desktop. if you compare an 960 to a 960M, the M card has -150% the power of the desktop one.
