Can't Liberate Bellevia in Prima
I went to the town and destroyed all of the chaos objects but the wreak havoc meter for the police station is stuck halfway anyone know a fix?

Ive tried Restarting my game and verifying my file cache so far.

Still about Bellevia and the same problem: I have missiled the entire police station and it doesn't move more than half-way for me. The rebels have taken it over so there is nothing remaining which is an enemy or an enemy vehicle to kill. Causing havoc by getting five star heat and destroying vehicles and soldiers in and around the station doesn't work either.

However I will try again with the nuke FOW in future.

Thanks for the advice, Toneloc. However I keep killing them all so much that no-one's around to see me and I lose my heat! Any tips?

Nothing worked for me. Just stopped caring about it. Hope they patch it in the future.

The new 1.1Gb patch didn't help. I'm not able to liberate the town.
I think my mistake was, that i used a helicopter and bombed the town from a huge distance (where i can't see the "objective-list" of the town). When i landed in the town, i opend the two doors of the police station, but the havoc-bar didn't move anymore.

That's annoying because it is my last town. So i can't reach 100% liberation

I have the same problem. Bar does not change.

I had this same problem in Surpicco. I got the commander early on and no conventional chaos items were left in the police station. I eventually went and got a tank and pounded every corner of the base.

In my case, the issue turned out to be something in the "parking lot" area outside the actual police station. I'm not sure what the actual item was, but I blew up all vehicles and pounded the two little guardhouses and the detached bungalow building, and that eventually completed the chaos meter.

The same thing happened to me with a town that could have been Bellevia. It was a while ago, so I don't remember exactly which town it was or how I fixed it, but I'm pretty sure I was able to shoot the gate back down with a tank, then 'call in the rebels' again with the button. For some reason, that allowed me to get the havoc meter up to 100% and liberate the town.

Not sure if it'll work now, but it's worth a try.

had the same problem i fixed it after about 10 times by blowing up the rebel cars just outside the base. my meter went from 50 to 90 by blowing up 3 cars and when another pulled up i blew that up. problem fixed.

I had a similar problem in a different place.

Do not shoot the ones that calls for reinforments. Keep enemies come over and over again, and destroy all their vehicles. Havoc meter will reach 100% this way.

I don't think you even need to be at the police station. Just destoy any enemy vehicle anywhere in town and havoc meter increases.

So the new patch hit the game, so i played again for a while.
But the problem isn't solved. As you can see at the screenshot i played since ~10 minutes on heat 5 but the havoc meter didn't move a single pixel.

And yeah i flew arround the police station destroyed everything in it and every incoming enemy arround the station. One or two times during that heat 5 run, i bombed the complete town along the roads.

*update*
I used an other savegame (internet) and noticed the problem.
My policestation isn't marked as "combat zone" anymore.
So thats the problem why the havoc meter isn't moving.

I had this exact problem with a different settlement, the only thing i missed was the GATE, i didnt completely destroy the fricking GATE, but i killed 20 choppers... but the unmanned gate was the only thing left of the "base" that i hadnt killed yet.

Make sure you kill everything that has anything to do with the base..

The machine-gun positions, the barrels, the transformers etc (the small ones too).. and the gate...

I had the same issue for awhile.
To fill the havoc meter, I destroyed every single vehicles, explosives barrels etc...
Make sure to also destroy everything in the "parking lot" right outside the gate, that's what filled it for me.

Edit: bringing other soldiers in won't count, just stock up on explosives and wreck every destructible objects.

This happened to me tonight. I was able to get the meter to move by kiting hostile helicopters into the Combat Zone of the police station and tether-pulling them to the ground.

As i wrote before, unfortunately there is no "combat zone" in my police station.
(there are the blue rebels in the station, like in every free police station)

The bug is, that on one hand the game says "police staion is free" (no combat zone needed) but on the other hand it says "do more havoc to fill the meter"

I think the developers won't (or can't) fix this, so i have to play a new game.
But for me this bug is the reason why i don't buy any dlc / addon in the near future.



*** Update 21.March 2016 ***
As i wrote above, i deleted my savegame and played the complete game again.
This time the bug didn't appear and i was able to free all towns and got the Achievement.
For me this was frustrating and i decided not to buy any dlc or addon für Just Cause 3
