Report a translation problem
However I will try again with the nuke FOW in future.
I think my mistake was, that i used a helicopter and bombed the town from a huge distance (where i can't see the "objective-list" of the town). When i landed in the town, i opend the two doors of the police station, but the havoc-bar didn't move anymore.

The second is strange, because there are rebel cars in the police station.

That's annoying because it is my last town. So i can't reach 100% liberation

In my case, the issue turned out to be something in the "parking lot" area outside the actual police station. I'm not sure what the actual item was, but I blew up all vehicles and pounded the two little guardhouses and the detached bungalow building, and that eventually completed the chaos meter.
Not sure if it'll work now, but it's worth a try.
Do not shoot the ones that calls for reinforments. Keep enemies come over and over again, and destroy all their vehicles. Havoc meter will reach 100% this way.
I don't think you even need to be at the police station. Just destoy any enemy vehicle anywhere in town and havoc meter increases.
But the problem isn't solved. As you can see at the screenshot i played since ~10 minutes on heat 5 but the havoc meter didn't move a single pixel.

And yeah i flew arround the police station destroyed everything in it and every incoming enemy arround the station. One or two times during that heat 5 run, i bombed the complete town along the roads.
*update*
I used an other savegame (internet) and noticed the problem.
My policestation isn't marked as "combat zone" anymore.
So thats the problem why the havoc meter isn't moving.
Make sure you kill everything that has anything to do with the base..
The machine-gun positions, the barrels, the transformers etc (the small ones too).. and the gate...
To fill the havoc meter, I destroyed every single vehicles, explosives barrels etc...
Make sure to also destroy everything in the "parking lot" right outside the gate, that's what filled it for me.

Edit: bringing other soldiers in won't count, just stock up on explosives and wreck every destructible objects.
(there are the blue rebels in the station, like in every free police station)
The bug is, that on one hand the game says "police staion is free" (no combat zone needed) but on the other hand it says "do more havoc to fill the meter"
I think the developers won't (or can't) fix this, so i have to play a new game.
But for me this bug is the reason why i don't buy any dlc / addon in the near future.
*** Update 21.March 2016 ***
As i wrote above, i deleted my savegame and played the complete game again.
This time the bug didn't appear and i was able to free all towns and got the Achievement.
For me this was frustrating and i decided not to buy any dlc or addon für Just Cause 3
