I would consider JC2 and JC3 to be equal simply because both games have things that make each of them great.
If only the devs kept many of the JC2 features and designs in JC3, THEN JC3 would be very superior.
I was in one of the first miliatary bases up on some silo platforms with soldiers spawning from behind any random cover, I was way too high up and there was only 1 bridge to where I was, Most of the things you do are silly timed challenges.
"Push 2 buttons, you have 2 minutes to destroy turbines before the doors close"
So even if the game worked technically, it is still badly designed from a gameplay aspect.
And as a little icing made with salt, you are outright forced to do awful timed vehicle challenges to unlock things, mostly terrible due to bad car controls and boring by basic design.
