You can't do exactly that, even with mods - though it is something I would really like. There are two gear mod upgrades that sort of acomplish this. One involves braking when wingsuiting very low to the ground. This will put away the wingsuit and leave you standing on the ground. However, if you are more than about 5m above the ground, it won't work and you just go into a stall with the wingsuit still active.
The second related mod allows you to reel in and then hit a second key to put away the wingsuit at the same time. I can't remember the default keys for this because both of mine are remapped. You have to be close enough to the ground to be within grapple range for this to work, so I find it of limited utility. Plus, it requires two very closely timed key presses, where if you don't use it frequently, you won't establish the muscle memory to make it work every time.
Personally, I'd like the option to just have the wingsuit retract and let me go into free fall at any altitude. I can then use the grapple to pull me to the ground at my discretion.
