Just a glitch or something I guess, I've done everything that I possibly could and it still says that I need to do something in the police station.

Yea I've unlocked the gate.

I had the same issue, but when near the station I noticed a progress bar at the top of the screen that said 'create chaos' or something similar. Basically destroy everything around the police station, cars included, and you'll get the update.
