It looks amazing if your rig can push it.
your spec will need tweaking. you may have a bad time trying to get it running studder free/etc.
you 4770 should be OC 4.0+ ghz and also try to overclock your 760 a bit. this will help immensely. the 4gb on your 760 will also help you a lot.
overall id say its worth it. certainly dont buy it from steam unless its on sale.
i wouldn't pay full price in its current state. lots of key sellers can help you there.
Apart from that, the Game is so much fun. The Gameplay " Feeling " is really good and the tools ( Grappling Hook ) etc. are great fun. I have played Just Cause 2 too, and Just Cause 3 is a perfect sequel.
If you really want to play every mission and free every region in the game, Im sure that you can play it about 150-200 Hours

I'm over 100 hrs in (beat the game twice) and I'm still having fun. I've started experimenting with mods now to continue the fun. However, I am starting to get a little weary of the game. But for the time I spent playing vs the money I spent: worth it.
But if you're still weary about buying it wait until it drops in price. I suspect it won't be too long since (as you pointed out) it has mixed reviews and has actually had quite a lot of criticism. It shouldn't be too long before it drops in price
I.e. GT 730m graphics on a low end laptop.
GTX 670 MINIMUM.
GTX 780 RECOMMENDED.
My cousin has a Radeon 8670M and even he enjoys it!
Don't get me wrong, there's some AWESOME bases in that area. Some of em took me like an hour to completely destroy (I particularly like using the tether a bunch), and seeing bigger and better things to blow up is always fun. The thing is, there's not nearly enough. I saw most people saying you can 100% the game in sub-50 hours, and I thought that was crazy... Up until I liberated every landmark in that same amount of time. With JC2, I put 70+ hours in, and only got to like 60% completion, just to give some perspective.
The only thing I'd really want, is an update that adds tons of smaller bases scattered around the islands, because we also have a volcano that's used for one, particularly short, story mission.
They could even add a landmass in the bottom left of the map, which is almost completely ocean. There's also DiRavello tapes stating that they were turning ruins into military bases, so they could easily get away with an update that converts some of the MANY ruins scattered around into more military installations. I'd be cool with that.
But yeah, tl;dr - Fun game, Disappointing Playground, Lackluster Amount of Content

The game shuts off Windows Audio Service in Windows 10, and there's nothing I can do to fix it. Running in compatibility mode for 7 works just fine, but I still have an inconsistent framerate, most notably when in the bases with winding caves and underwater lakes.
The first optimization update helped just a little bit, but the LOD and texture budget mod helped way more.
It took me 110 hrs on jc2 to get to 90% completion (i plan on finishing it but the challenges suck) and it took me about 60 ish hrs to get 100% for jc3. Really was disappointed with size of jc3, especially after they hyped up the whole "Over 1000km^2 of land."
