Not sure why you are getting so much CPU usage, but i'm 95% sure your issue lies with your Vram/System ram.
Sigh, I guess that was 300 bucks down the drain. Maybe I'll be able to afford a new GPU somewhere down the road. Still don't know why it performs so badly on a 2 gig card on medium settings. I mean, I got GTAV working fairly well on medium-ish settings.
Not really, this game uses 3.5GB Vram at least on 1080p with med settings and he only has 8GB of system ram as well so he will run out of both.

Add to that your GPU being underwhelming, its no surprise you are having issues.
No, its a big issue.
The older CPUs are much slower due to not having the northbridge on the CPU die etc etc.
If you had a 4GB GPU then you could nail it down whether its your CPU or GPU but with both below spec its hard to be certain.
Just FYI i have an I7 950 + GTX970 and the game runs great, but i need to OC the CPU to 3.7GHz to use the GPU effectively(with JC3).
So it may work for your I5 but your GPU is def. holding you back.
I see. Well, I was hoping it wouldn't have to come to this, but if I buy a new CPU, I need a new mobo. If I need a new mobo, might as well get a new GPU. New GPU, might as well get a new case. New case, might as well get a modular PSU. I'll basically be building from scratch.

Get the GPU first, you may be ok just with that.
Plus, you need a new one anyway if you wan't to play todays games at decent framerates.
Like i said, you may be ok with your I5, they are still a reasonable CPU.
That still brings up the issue that I bought a mid-tower when I built my first rig. Any bigger cards basically force me to get a bigger case, and at that point I might as well just build from scratch.
Different manufacturers produce the same cards but with different size specifications.
I recommend you have a look around before you throw away your old PC :)
You raise a point, but that's some time in the future anyhow. I can't afford a new card right now and definitely don't NEED to play JC3. With any hopes they'll optimize the game a bit and maybe I'll be able to play at a better framerate. For now, I'll just let it be.
