How does the day/night cycle work?
I'm really confused by how the day/night cycle works. When I first started playing, it seemed like every other sandbox game where it went from day to night fairly quickly. But lately my time appears to be 'stuck', where it's always either night or day. One time, my game started at dusk and moved into night, but then never came out of night. Today, I seem to be stuck in perpetual noon.

Is it based on real-time? I've tried watching shadows, but because of the odd shadow rendering, I can't tell if they're moving or not.

Missions seem to change the time to whatever the mission deems it should be, but free-roaming just doesn't make sense to me.

for me the only way to change the time , is by using the "quick move" and it will be switch from day to nigth and vice versa
Or enter a monestary, that'll shift the clock 8 or 10 hours or so.

I saw a file in the game files that is responsible for the weather time. You can add some values into it and it can be used as a mod.

The files that dev team coded to run the game? you think how modders create mods? They create mods out of those files.

File's name is weathersettings.bin converted into XML

The problem is no description what those ID stands for in order to play with the values.
