I was able to play the game without random crash for 40 minutes until I close the game.
Most of people having random crash after 10/15/30 minutes of playing.
I do an another test with vsync enable on nvidia control panel and the screen frequency set at 60hz because I'm not able to have an constant 144fps, I know my computer can keep 60 fps on very high setting.
Same result with Nvidia vsync cap on 60 fps no game crash after playing almost 1 hour before an game crash occur after 10/15 minutes.
Also I've get rid from stutter in the map and the game is smooth in overall and the ram usage was at 3600mb to 3800mb usage.
I'm really surprise the in-game vsync was the cause of issue on my side and I will never use again vsync in just cause 3.
Maybe driver and windows version could be the reason too, but now I will be able to enjoy just cause 3.
Main Computer:
Cpu: Ryzen 3600
Gpu: GTX 1070ti
Mem: 3200Mhz 16gb ram.
Old computer
Cpu: Amd FX 8350.
Gpu: GTX 970.
Mem: 1666mhz 16gb ram.
Since I have a high-frequency monitor.
Very often, the cause of chronic CTDs is v-sync enabled in-game. You can flip it on in the Nvidia control panel but don't use in-game v-sync.
