Sky Fortress DLC "Not Installed"

Alright so I have the Air, Land, and Sea Season Pass, but the Sky Fortress DLC is listed as "Not Installed" under my list of DLC for Just Cause 3. I am not given a mission to begin the DLC in game and I can not figure out why it is not installing. I have it checked to install. Does anybody else experience this or know how to fix it?

As far as I've gotten you've gotta wait.
The mission WOULD Begin with Sheldon telling you something and then sending you Onto the big Island where you would get the jet pack wingsuit.

Dema's Death won't affect the game since people who've killed Dema have beaten the mission.

Sheldon Will ALWAYS Hand out the mission.

Simply wait and you should get the mission.

You do not have to wait, i had restarted a new game and was barely into it when the DLC was released. It is a mission symbol that looks like the normal bull symbol for missions, but with wings. Game progress has zero bearing.

If it shows as not installed, go into your steam settings and change your download region to Netherlands. It will then tell you to restart steam after you close the settings, but once it comes back up it should show installed. At this point I switched back to my download region I had before and it still worked.

I bought the Air land and sea thingy, which apparently is all the DLC's. IN my library it shows the other DLCs as acquired, but not installed (the checkmark is there tho).

I found that after completing "A Terrible Reaction", it unlocked. Perhaps this is helpful?
