Long story short, check your game's resolution.
Now i'm stuck with some shadow flickering though. I'm glad i found JC3 for 20€ at a local store. Otherwise i'd be pissed about the performance
game runs fine. i have a similar rig as yours. turn off global illuminations... it causes shadow flickers that you're seeing. also, run the game with "Full Screen Mode" disabled in the game settings. then go to steam library and right click on Just Cause 3 > properties > set launch commands
use these launch commands -
/borderless /windowed
this will give you smooth fps when Vsync is enabled. the game plays completely perfect on my 970 paired with an i7 4790k 16gbs ram.
And i already enabled the borderless/windowed launch command. It runs like a charm indeed.
this indeed is terrible. i tried disabling windows clear text or whatever it's called, but that didn't work either
