Try doing something else and coming back, worked when I had this problem
so just to be safe i started throwing grenades at all the wealls that looked like they might break... after i did that it finally worked.. i was also killing attackers (along with my allies) at the same time, so there is a slight chance that helped too, but it seemed like it was breaking the walls that did it.
so actually the suggestion to "break the fourth wall" might actually be somewhat accurate. :)
If you need to, you can exit the police station, go from "Combat Zone," to "Heat," and wait for an enemy helicopter to spawn. Destroying it will give you Havoc.
Also, like the others said, leaving and coming backing later will refresh the enemies and give you more sources of havoc.
I don't know why they included the bar but it's not a glitch, it's a game mechanic.
