does this game have mandatory online?
It seems all Square fkn Enix games have some sort of online DRM. I assume you can play offline, but will it be heavily restricted?

so there's no penalty for not playing online?

apart from losing acces to leaderboards, nope

You have to connect at least once (in your entire time playing, not once per play) to play, but after that it'll just give up when trying to connect online

great! I hate that leaderboard anyway, blocking 1/3 of the screen.

The main problem is that the game actually runs a fair bit better if you don't connect to the servers. I expect this to be problematic when the JC3MP mod comes out, as it otherwise looks like it will be a solid improvement over JC2MP.

well why is that a problem if there's no penalty for playing offline? Just always play offline them.

Just Cause 3 Multiplayer mod. It's not a thing now, but it is in development.

oh so there is no option in game to play offline? Like the only way you can play offline is by unplugging the cable? (thus why you can't play JC3MP?)

You can check out the JC2MP mod, which is a lot like what JC3MP mod will be like. It adds multiplayer servers, where a bunch of people can play together, and adds a lot of features via serverside scripts (In fact, thousands of players can play on a single server, but JC2MP hasn't seen those numbers simultaneously since the betas). It doesn't add any sort of local coop functionality, or anything that would work without being online.

Though on that note, there actually isn't an option in game to go offline. You either need to go into offline mode on steam, manually block JC3 on your firewall (which needs to be undone every patch, and is generally a pain), or actually have no internet connection. Out of those three, going into offline mode on steam is the best option, because JC3 skips the online check entirely, and won't spend time trying to reconnect in game.

Put Steam in offline mode before you play. You'll completely disable any and all online features, and the game won't bug you about trying to log back in.

Offline no leaderboards but the game runs a bit smoother fps wise I find.
