How to get this eDen tape? [Spoilers Maybe?]

So I am in Stingray Bay and I liberated the 5 surrounding areas and was exploring when I found a semi-submerged tower with an eDen tape. But it appears to be below deck. How do I obtain this?

Slightly to the right where the first white container is, the game says it's under that deck area. From what I saw there is no way in.

Have you done a mission where you enter the interior of the Eden airship from below yet?

I'm confused. The eDen airship is still in the sky... Was there really a moment where a secret room had this tape and now that it fell off you can't get it?

I know this thread is a year old but the guy above is completely wrong. You get this tape by swimming underwater, underneath the storage containers.

Got all the tapes without doing this, at least to my memory. Can't help but feel this was added in later to fix the issue of it being inaccessible after the door.
