Report a translation problem
It’s important to note what doesn’t count – soldier kills, civilian vehicles and building damage.
For comparison purposes, I did a quick count of the number of havoc items in the Bellavia police station and the police station immediately to the east in Costa Sud Perla Est (CSPE). I was being continuously shot at while counting so don’t hold me to exact numbers.
Bellavia has 5 explosive barrels, 2 police cars, 3 gas tanks and 1 red striped vertical box (no idea what they are, but they explode and count for havoc). In contrast, CSPE has 20 explosive barrels, 6 police cars, 3 red striped vertical boxes, 1 ambulance and 1 munitions stockpile. There’s just not enough havoc items at Bellavia to gain the capture, while CSPE and most all other police stations have more than enough.
It becomes even worse if you get stuck and restart the game or leave to complete a mission and come back. That’s because the progress bar resets to a low value and none of the chaos items regenerate. Only the explosive and vehicle items do. Bottom line is that you have even less havoc points to work with than when you started.
So the solution should be obvious – bring more havoc items into the Bellavia police station limits and blow them up. Vehicles are the only practical items to bring in, and as I’ve said a number of times on this forum, rebel dropping military vehicles into the police station walls and blowing them up with the GE-64 triggered explosive is the quickest fix. If that isn’t enough, generate heat so that soldiers arrive in military vehicles and blow them up in the station.
The last point is extremely important. Blowing up the soldiers' vehicles in the street when they arrive at the police station will not work. Their vehicles must be blown up within the police station’s invisible limits to count for havoc and the streets are outside of that. Drag or drive them into the station walls before exploding to ensure they count.
I can’t say for certain that this is the explanation behind everyone’s problems with this police station, but I’ve not seen any evidence to confirm a coding bug..
I didn't have to call in drop support at all for miltary vehicles since heat 3 already provided it for me.
I've only been able to force the bug intermittantly by undertaking the following steps.:
By terminate, I mean kill the game with Windows Explorer or Task Manager, shut down the PC without saving, or encounter a crash to desktop.
You will know when the bug has occurred because, when you restart the game and approach Bellevia, you will see the police station icon with an "X" through it flash on the sceen meaning it has just been captured, even though you haven't done a thing. When you get to the Police Station, it is rendered as if it has been captured. All of the vehicles inside are now rebel vehicles instead of DRM vehicles. Everyone inside the station is a rebel, with no DRM soldiers present or spawning, and the station status will not display "Combat Mode".
However, you will see that you have not been given credit for the takeover. The police station icon is still at the top left of the screen and the havoc progress bar is stuck at just past 50%. So one part of the game has registered the Police Station as overtaken so that "Combat Mode" is not triggered and further destruction is not credited as havoc. At the same time, another part of the game still has the Police Station status as unliberated and thus you cannot complete the takeover of the town.
To summarize, if your progress at Bellevia Police Station is stuck, do the following to determine if your save game is now bugged or if you have encountered the design flaw. To begin, fast travel to a distant town or base and then fast travel back to Bellevia. Now go to the Police Station and look at the two vehicles parked inside the station immediately adjacent to the front gate. If they are DRM Jeeps or police cars, a takeover is still possible by causing more havoc. If they are rebel vehicles, with blue painted rebel logos, your game is now bugged and I am not aware of a solution.
