You don't go through buildings. What do you mean? You go over or around them.
Only exception is the police stations.
Everything that you need to blow up is conveniently red colored somewhere.

What they mean is, having a fast cpu is pointless, if your not running a decent graphic card.

If you have a new i7, pretty much its going to be much faster than my AMD fx cpu. However I get a solid 60fps, not issues, where as your getting performance issues. So you have an issue on your end, most likely your graphic card.

Ive finished the game twice including all the monitors.

However I will say sometimes it takes a couple of times to get the correct order. Also having the bavarium wingsuit helps a lot, but I have done it without it.
