As to your question, they are basically 2 seperate games. Why would you want to skip 3. Play both.
Lol, imagine playing a game obviously designed for consoles / controllers and wondering how bad experiences are on KBM
It had been a while when I played JC1 so I can't really tell whats the situation between JC1 and JC3. JC2 however I was inhaling back in the day so I can give you an idea about the situation between 3 and 2: while the story is more or less separated there are however some references leading back to JC2. Those are mainly focused on Sheldon and Rico as well as the work of "The Agency" and "Uncle Sam" back then so I would not exactly declare those as relevant references - at least for the main story.
JC4 however is just a complete sh*tshow of a game. Even the "reloaded version" is about next to a garbagecan because the effort of throwing it actually into that dumpsterfire was not worth it anyways. The story as far as I can tell is pretty much a lose end if you did not play the DLCs of JC3 and / or ignored those Di Ravello tapes through out the game. "Enjoyable" but seems quite off the JC settings so far.
So TL;DR
You can feel free to skip directly to JC4 but besides the story this game has nothing to offer and the story seems garbage without some content on JC3 I would not recommend skipping
Pick up this game and all the expansions while your at it, its great
Well i mean, it's a decent part but its in no way required to understand JC4's story. Yeah sure you might miss out on a reference but it's in no way essential
skip character and faction development and just skip to the next game thats just like skipping to the latest MK game and not knowing anything about the other titles character development is a very important thing in games
