'Wreak Havoc' bar stuck on full

In Plagia Surpicco I have to wreak havoc, i have done it until the bar looks full, but it is not prompting me to raise the flag, i have no idea what to do

There are several threads when searching online, so the counter for liberating this town seems to have some kind of trouble, noticed this me too happen a few times when played the game.

Try to shoot you outside the station so the bad guys starts to send their helicopters, take them down. After some time the tanks will arrive, use these as much as you can in make alot of damage at walls around the station, barrels enemys etc. Be careful in not killing too many of the guys who sends reinforcements when you start, as they helping you to make havoc.

If you die or it doesn't work - just come back later or reload the game.

yeah thx, i realised that i just had to destroy more vehicles near the police station
