Just Cause 3 How to continue on Insula Fonte

Hello,

I'm new and on the beginning of the game. For the main mission I have to free 2 more provinces.
On Insula Fonte, I freed all known settlements. Do there exist more unexplored settlements, how do I find them?
Or do I have to complete the side quests to be able to continue the main mission ??

If the region doesn't have a blue border around it you missed a base / town / settlement. Look at the map. Roads lead to grey patches. Those are buildings. Get a plane and fly over every one until you find it. Also look out for oil rigs. I always miss those
