This works for all stations except Bellevia which has a rare bug that I can elaborate on if that is your circumstance.

There are two circumstances that can result in stopped progress on the havoc meter at the Bellevia Police Station. One is recoverable and one is not.
The recoverable situation is a result of a design flaw in the Bellevia Police Station. There are not enough havoc items in the station to add up to 100% on the progress bar. You can blow up everything in the station and it only results in around 75% progress. This is revcoverable by generating heat to draw new DRM vehicles and then blowing them up inside the station since military vehicle destruction counts as havoc.
The unrecoverable situation seems to be caused by the game being terminated without a fomal exit when the Bellevia Police Station is only partially destroyed. I've experimented with old save games and have been able to generate this frozen havoc condition. I used Task Manager to end the justcause3.exe process after a partial Bellevia takeover to simulate a game crash. It doesn't happen every time, but on two occaisions, the game restarted with havoc progress at the Bellevia Police Station frozen at 50%. Further destructioin, including bringing in new milirary vehicles to the station and blowing them up made no difference. The save file was permanently glitched,
If you are experiencing a havoc progress freeze at Bellevia, you can determine if it is due to the recoverable design flaw or whether you have encountered the unrecoverable save file glitch. First exit the game and then restart. Travel to Bellevia, but do no further destructions. Place yourself inside the Police Station and look around the station interior. If the military vehicles are marked as DRM with the star logos, the NPC's are enemy police, and the red "Combat Zone" indicator is on screen, then the situation is recoverable with more destruction. If the military vehicles are rebel with blue logos, the NPC's are rebel soldiers and the "Combat Zone" indicator is not on screen, then you have encountered the unrecoverable save file glitch.
