Do not get me wrong, its a great laptop for business and multimedia, its not good for gaming.
Your cpu is great, your amount of memory is great, but you do not have an actual dedicated gpu.
Your running intel uhd 620 intergrated graphics, they are only meant for for business, multimedia and simple gaming. However It does not meet the minimum requirements for this game.
Minimum requirements are:

Processor: Intel Core i5-2500k, 3.3GHz / AMD Phenom II X6 1075T 3GHz.
Memory: 6 GB RAM.
Graphics: NVIDIA GeForce GTX 670 (2GB) / AMD Radeon HD 7870 (2GB)
Hard Drive: 54 GB available space.
Intel Intergrated gpu's are not supported, they are too slow.

Speed wise, the uhd 620 sits inbetween a geforce 910m and 920m, both of those are also too slow to play this game. You would need something like a 950m just for bare minimum

Its most likely while your new machine has a much better cpu and memory than your old computer, your old computer may have had a dedicated gaming gpu in, which allowed the game to run.
TBH, I tried it on a desktop barely under min requirements with x4 965/ R7 265/16GB ram even at 720p low settings it was an awful time yes you can get 30ish low setting but it's awful in general, I bumped up the GPU 1060 6GB and poof playable fps 1080p med/high settings smooth sailing. JC3 seems to be gpu and cpu heavy but a stronger GPU fixes a multitude of play-ability issues, hence I slapped a GTX 1070 on my weaker FX8350 than modern cpus and bam all maxed 1080p at 55-100+ fps smooth playing
You cannot do what you want with what you have, the uhd 620 is not even close to being powerful enough to run this,
What you need to understand is minimum requirements are to make the game playable on the lowest settings, and not at 60 but at around 30, your intel is about 3 times slower than the card that will run this on the lowest settings at 30, you would be lucky to get 5-10 even if you managed to start the game.
You say you want to light game, this game is not a light game. This is one of the most tech heavy games you can choose to play. I think this has the highest requirements of all the games I have personally seen so far. So you actually picked the worst possible game to try and play.
