The OP's complaint is legitimate and the fact that this feature is broken with limited utility doesn't diminish his concern. The lack of responses is strictly because this is an older game that not many people are still playing and for which even fewer people use this forum.
To get back to the OP's original question, there is no way to change the way Precision Aim works and there is little chance of this changing since the developers have long since ceased updating this game.
Thank you for actually saying something constructive. I realize that the odds of this being remedied officially are slim, but I figured that there might have been a mod or something to that effect around that could be useful. Like how there's a mod to adjust the Field of View.
Oh well, what a shame.
As for taking things out of context - I did not. I quoted the most relevant part of the statement. That's how quotes work. I did not misrepresent the statement in any way whatsoever. I reduced it to it's core message, as the rest was irrelevant. Including it would not have changed it's meaning.

May I suggest that you just stop replying to people's posts if you've got nothing helpful to say other than "You're playing wrong - You're not playing the way I like to play, and that's the only way to play video games! DON'T YOU DARE QUOTE ME ON THIS BY THE WAY!"
