Can't get any beacons.

I'm using a vanilla installation of the game with no mods. I've used all my rebel drop beacons and every time I come across a beacon box it's empty so I never get any replacements. Is this a known bug? Any solution?

on the map are circles with down arrows, usually next to flares

Just got this game don't get any beacons and the boxes are always empty. Rebel drops does not appear on the headings on my map. This game is a big step backwards from 2 imo

Have you played any of the campaign?

yes. Cleared all 9 provinces in the area you start.

You're saying this game is a big step backwards from Just Cause 2 and you haven't even tried the campaign. You can't get beacons until you've been shown how to use them. It's like literally every other game. You don't start out with all the abilities and everything.

Have you gotten the quest where you deliver a moped to a Frigo Garage? Becons don't unlock until you complete that mission.

i need help whenever i do my frigo garage mission.i put the motorbike on the blu place it prosecess it and after that it tells me to pick up beacons but there r no beacons in the box so wat do i do?
