Constant battles mod?

I was watching episode 14 of NerdCubed's Just cause 3 play through and he said about how it would be cool to have a mod the made the whole world just be in a state of constant wars like in the mission Rocket Cowboy and i was wondering if anyone knew if there is a mod that actually does this?

I find that as long as you get a level 5 heat you should keep it indefenatly as long as you stay around one area. I find the easyest way to get level 5 heat is by wingsuiting around an oil rig, then you could steal a boat and then go to land.
