Report a translation problem
I'm not sure that's the case, because I've driven an APC into an enemy base, and no one manned the gun, and no one got out but me. The only time I've ever seen a rebel in an APC is when I get one via a Rebel Drop; then there is someone manning the gun.
It occured to me that the APC is amphibious, and because it travels on water the game treats it as a boat, and you can't get NPCs to board boats.
This is the only explanation that makes sense, though I really wish the devs would patch the game to change that behaviour, as it makes the APCs kind of useless in comparison to a tank.
