Not sure from your post if you have unlocked all of the tape markers on the map which occurs after you have liberated every province. I'f you've gotten that far, use the filter feature of the map to only show collectables. Outstanding tapes should then be fairly easy to spot.

Absolutely. To confirm, I loaded an old save game from a point before I collected any tapes. I then collected three random tapes at extreme ends of the map and they unlocked the first three recorded diaries in chronological order.
You can confirm this for yourself if you are still collecting tapes. Look under the Commlink progress tab and click on Di Ravello Audio Tapes. This lists all tapes in chronological order with missing tapes greyed out. These missing tapes are always at the end of the list.
