Well, you know, Eddie does turn into a red monster with wings and scales...
...I'd call that pretty much as close to a visual representation of the 'western' devil as possible while still keeping a character's model roughly the same.
On the one hand, you do summon things and consort with nefarious creatures, but by the strictest definition I don't see it as 'satanic' by any stretch of the imagination. Eddie, the main character, never bites the heads off bats (unless he does later in the game; I'm only about halfway thru) and drinks their blood and scars himself in ritual devotion to the Dark Lord or anything. Again, if it happens later in the game, then I apologize.
It's just loud, rockin' face-meltin' fun! And best of all, there's a choosable selection for turning off gore and profanity, if that sort of stuff bothers you. I wish more games offered those choices.
Or Satanic, as in the Satanism sense of the word?
In the christian sense, I'd say its pretty Satanic. Depending on your interpretation of what Satanic actually is, because I know all christians have a different interpretation of the subject.
In the Satanism sense, meh, It's still pretty satanic. Not in the sense that a christian would perceive it though.
I mean, the game takes place in a metalheads version of Hell.
There are "creatures" in there that are called "Tainted Coil" but are also referred to as daemons.
The mission markers use the satanical symbol (star) and there are "creatures" in the role of cultist priests.
In the "world history" there is something about orgies and human sacrifice.
Other than that, I did not find any focus on satanism.
Sadly, some parts of Heavy Metal has to do with satanism and because this game is all about Metal, it inherited some of that.
What I can say is that, the game seems ok.
Metal has something to do with satanism just like anything else. Not every instance of metal is satanic, nor satanism is always metal.
It all boils down to your personal preferences and definitions. Would you like to share? That way you can receive a more precise answer to your inquiry.

Bands like Black Sabbath, Iron Maiden, AC/DC, and Judas Priest played around with art and symbols that would be considered Satanic by Western cultures; however none of the aforementioned bands or their members have claimed (at least to my knowledge) to be Satanists.
I can't say for sure how or why Heavy Metal uses dark imagery through song and album art, but I think that it's clear what Brutal Legend is doing.
Brutal Legend is a celebration of Heavy Metal and it's sub genres, with each faction representing a different sub-genre of Metal (Ironheade/Classic Heavy Metal, Lionwhyte/Hair Metal or Glam Metal, Drowning Doom/Death Metal, Tainted Coil/Industrial Metal). In order to pay tribute and homage towards (in my opinion) a great genre of music, it followed and exaggerated the tropes that one would find on a heavy metal album cover and turned it into a beautiful world where sometimes you just have to stop playing and say "holy crap that's a giant chrome beast that breathe's fire and sounds like a hot rod engine!"
However it's undeniable that the Tainted Coil are basically demons, and one could say that they are the most "satanic" looking faction within the game. If you pay attention to the backstory though, we can see that the Tainted Coil are actually a pitiful and almost tragic group of people who suffer from the sins of their forefathers.
So can we say that Brutal Legend is Satanic? No, I don't think we can. If we just take it at face value like a certain American news station that we all know, then it's easy to see why someone would call Brutal Legend Satanic. However when one plays the game and learns the story, we can see that it's far from it. Brutal Legend is simply a story about a man on a heroic quest to free humanity, to follow in his fahter's footsteps, and to be the best damn roadie in history love letter to heavy metal; but most importantly, Brutal Legend is a love letter to Heavy Metal and all of it's sub-genres.
