Are the animations locked at 30fps?
Is this just me, a known issue or just part of the port they couldn't fix.

Animations only? I doubt they were altered for the pc port, so they most likely have the same frame count as they had before. However with the 60fps hi-fi sim mode it should feel more fluid, especially when you melee, as I think the 30fps mode skips some animation frames in some cases.

However I do struggle with stuttering (and slowdowns) when I run it on hi-fi sim mode for whatever reason...
