What can I do, guys? The specs of my computer are high, but the game is running slow and choppy
The sound starts before the characters speak, and everything is slow and choppy when I start playing.

My pc is:

Dell XPS 13 9370.
16gb RAM
500gb hard drive
Intel Core i7
Intel UHD Graphics 620

What can I do, guys, to fix this? What is the best configuration that I can set up in the game?

uh intel HD graphics ?
that's not exactly a beast
sounds like it's bottlenecking your framerate
try using low resolutions and low in game settings
the intel HD 620 is not capable of running this game at 1080p

I agree that it's likely the GPU that's the bottleneck here.

However that GPU is quite a bit above this game's minimum specs, so it should handle the game just fine at lower graphics settings.

UHD Graphics 620 I'm laughing so hard. Build a desktop would be the best. I can see you don't understand how intergated GPU works. 620 is a weak GPU and second it using your system ram for video. That 16 gig is more like 15.5 gig depending on your video settings. I look in your bios and see you can get like 2 gig.

1. reduce the resolition in the game.
2. set everything load can go for setting.
3. work your way up there.

4. THAT IS NOT A POWERFUL COMPUTER!! GPU is really just a basic like streaming.

So, I was having the same issues. My game was literally unplayable. Check your PC settings to see if fast start-up is on. I turned that off (didn't even know it was on or a thing honestly) and all the games I was having a problem with run butter smooth. Other than that I'm not sure what to tell ya

Intel UHD is not a good graphics card for gaming. 100% guarantee that it's your graphics card causing the issue

Intel HD 620 is actually way better than people imagine. I'm not gonna repeat what these guys are saying and tell you to buy an actual integrated card and blabla, because you probably already know that. The real answer is that Brutal Legend's PC port isn't great in terms of optimization. "buh buh, Intel HD is bad". True, but a 620 should definetely be capable of running a 10 year old game, it can run Bioshock Infinite just fine, for christ sake. If anything, try lowering your graphical settings and resolution a bit, it should help.

I have a GTX 1060 and right after the intro scene where it gets into the main world the game started stuttering really bad and the only thing that wasn't affected it the audio. I am playing this on Debian Linux so I don't know if it's the GPU or not.
