You can use joy2key or xpadder to emulate further controller support. However I find the game's detection and handling of analogue sticks to be to twitchy for a game like this. If you have a controller with a D-Pad (that is comfortable to use) then you might have better results.
I did give joy2key a shot but it didnt even work properly with the game it would do 2 actions for every one button press.

If you're getting double inputs maybe the game is reading the controller's input AND receiving Joy2Key's input. If you're using a keyboard-emulating program like Joy2Key go into the game's Dosbox conf file and make sure you have
[joystick]
joysticktype=none
That will at least eliminate one potential source of conflict.
I'm not attacking you, but I don't understand your attitude re: Steam fixing things. Clearly the Steam/GOG release of TR1 has serious shortcomings (missing 90% of the amazing music, hard to config for 1080p, gamepads more or less require third-party apps), and these issues will almost certainly not be addressed by Steam or GOG. Sucks, but that's the reality.
Knowing that, you can either take steps to address these issues (they're all fixable with a little effort, and will greatly improve your game experience) or waste energy demanding Steam/GOG fix things they're not going to bother fixing. One path yields results, the other yields frustration (and no results). That's all I'm sayin'.
I brought the series to play on big picture but having to use work arounds defeats the point of it. The games could of easily been wrapped in a tool adding support.

There is an issue where sometimes people can only get 4 gamepad buttons working, which was apparently the maximum gamepad buttons DOS games could read. That may be what you're encountering. My guess is that it's because you are trying to use the game's built-in gamepad support instead of sending your gamepad inputs to a keyboard emulator like Xpadder or Joy2Key. Is that what you're doing?
If so, try downloading Xpadder 5.3 (last free version) or Joy2Key and set them up to emulate the game's native keyboard controls (TR1 kb control reference: http://www.laracroft.name/manual1.php). That should allow you to use any and all gamepad buttons.
If the game's native gamepad support is still interfering (like you're getting double inputs or something) try disabling Dosbox's joystick support by editing dosboxTR.conf to say:
