I live in Czech Rep and I have the same. I believe this is how Bethesda groups versions of the game sold in Central / Eastern Europe . You'll find further info and a tip on how to change the language here:

So just the langauge is the only change? Because I've been thinking of getting it but I don't know if there are any other changes other than that, so...

So just the langauge is the only change? Because I've been thinking of getting it but I don't know if there are any other changes other than that, so...

No, there is no other differencies. And it is NOT a language change, game is still accessible in all other languages in game's steam settings. Just like with any other game in Steam which do not have inner language settings. This RU change was made to prevent re-selling game from Eastern Europe to other countries such as USA where the game is more expencive. Actually it should be called Fallnout New Vegas EnPlCzRu (just like it is called in steam game files) but looks like Bethesda hates all eastern europeans except for russians, that is the only possible explanation why we have only RU in title and not something like EnPlCzRu and other countries or just Eastern Europe Version...
