I got three stars on every level, and they still don't unlock

Figured I someone should start a thread for bug reporting, so here it is.

your questions and searches are refilled every in-game day there are 4 skin tones: brown, orange, yellow and white "dark hair" means black hair "dark shirt" means black shirt As far as I can tell, the killer always has a weapon when you search their house If you've got some tips of your own, please share them here. We need them....

Supreme positive isn't unlocking for me. I have every level on 3 stars, except the challenge levels because they're still locked. I tried getting the killer within 40 seconds. I even tried random mode with 512 citizens.

What influences how many stars you get? Is it just the time? Or also number of arrests or number of deaths or something?
