How to password protect the server?

Hello. I'm running a dedicated server. However, setting the password with "password" command from the server console doesn't work. Players can still join without password. How do I do it?

Also, people couldn't join my server. I had to start it up with -insecure switch. What gives?

make a server.cfg file and add sv_password "yourpasswordhere" , make this file in the nmrih/cfg directory

I see what I was doing wrong from the console. "password" and "sv_password" do different things.
