This is his PC yes he only has 6gb of ram and it says it needs * but my brothers computer only has 4 and he can run it fine :P

Depending on where you checked that it might mean different things..
It might have software for new DirectX installed with OS but that does not mean the hardware supports using all those features.
In the past games had lots of code to check for specific DirectX capabilities (caps flags) and sometimes had software emulation of those missing. Eventually the amount became so large it does not make sense any more and doing things that way won't work any more: essentially software depend that hardware must have certain feature level supported to function at all.
