C:\Users\<username>\Documents\My Games\Fallout3
Go to the Local Files tab.
Click "browse local files" button and it should open the folder where the game is installed.
Mine's in steamapps/common right above Fallout 4 and New Vegas.
Then again, I didn't install it to C:\ drive, because of WIndows Insecurity Policies make me want to cook my computer in the microwave and kill Bill.
