Trouble with Heads of State quest
I got this quest from hannibal Hamlin to get a poster of the lincoln memorial and to clear it of super mutants. When I got to the memorial not only were there mutants but also slavers, both of which attacked me as soon as I showed up, I eventually cleared both parties and got a quest update to let Hannibal know the mutants were gone.

After I let Hannibal know they all set out and I was to meet them at the memorial, I fast travelled back there; He and his company turned up outside Mall nw Metro and now they won't move from there into the Lincoln Memorial Caleb tells me the memorial needs to be cleared of slavers, With Hannibal I get the option to tell him I haven't finished clearing it out yet, so they won't move from the Mall nw Metro.

Did you go all the way around the memorial? I recall there being a door on one side with some slavers in a room in or under the memorial.

Yes all the way round many times clearing landmine as I went, I found one door to the memorial mainenance room (no slavers in there) which is to the left of the steps as you face the memorial.
Is there another entrance? I will go round again with a fine toothed comb: if there is nothing or no-one to find my game is bugged and cannot finish this quest.

I think this actually happened to me on one of my playthroughs. I don't remember how or even if I resolved it. Try moving on to some other quests or activities. Then return after at least a few days of game time have elapsed.

Thank you for your replies stimbot, tried all of that. I finally googled it and found the Fallout wiki searched through for this quest, sure enough there are a number of bugs relating to this quest and this is one of the verified ones; there dosen't seem to be an answer to fix it as far as I can see, so for me in this playthrough this quest cannot be finnished.

Yeah, it's a notoriously buggy game. But still amazing. I hope you enjoy the rest of the game!

I have found the code to complete the quest and move hannibal into the memorial, the code for this quest is 00014e99; so I entered sqs 00014e99 to bring up the list of quest stages, I messed around with them until I found the one for the stage I was at which was 100.

So the command line for me was setstage 00014e99 100 And hey quest done. I'll keep this handy for next time.

And yes it is a great game and have enjoyed it.

Oh my god thank you for this. I was just doing that mission last night and Hannible was just standing at the metro tunnel with his ♥♥♥♥♥♥♥♥ thumb up his ass even though I had cleard the slavers. Now I can move on to other missions without the need to complete this one scratching at the back of my skull.

Bethesda needs to realese games that are done AND playable(I didnt even know they were two different things untill I started playing Bethesda games). Great games with great amounts of bugs.

LOL, I'm just now playing that mission but my problem is Hannibal won't even show up at the NW Metro, I might try that setstage trick after I comb the area one more time.

This is a new bug that was introduced a while ago. It didn't used to have this bug it worked as normal in early gameplay but recently at some point a patch or something (maybe even the unofficial patch?) messed it up. After experimenting with it a few times here is what I did to make it work hope this all works for you.

The problem with the quest now is that when you meet up with Hannibal at the mall NW you have 3 options, you can attack with them, you can defend but they still attack anyway, or you can have them wait there and you'll clear the monument area. This 3rd option does not work anymore so you cannot do that. You will have them wait and the "clearing" of the monument doesn't register. It worked before, it doesn't work now.

Here is how I did the quest to get around this bug. Start the quest at the Temple of Union, Hannibal states that everything is ready to go and they will move out in a hour. Go outside and wait 1 hour, everyone should appear in the road. WAIT until they all start moving down the road and then move down the road also far enough so you can fast travel to Metro NW.

At this point do not wait 1 day until they show up. Go up to the monument area and clear all the enemies outside the monument. This will still leave 4 enemies inside at the top of the monument (I think there are 4 enemies outside). Once the outside 4 are dead do not disarm any mines around the back of the monument, do not go inside to fight the other 4. Head back to metro NW and wait 1 day and Hannibal and party should show up. Talk to him and have everyone attack.

This bypass's the buggy "wait here until I clear the monument area" dialogue option (which sometimes doesn't even show up) and everyone goes to the monument to attack. Simply run ahead of everyone and kill the other 4 enemies in the top of the monument area before the slaves arrive. You don't want any of them actually dying do we. Once those 4 are dead then the mission is finished. Sad that you have to work around this new bug but hey, bugs happen.

So recap.. start quest at temple of union, wait 1 hour to make sure they start moving away from the temple, fast travel to NW, go kill the 4 outside enemies, go back to NW and wait 1 day for Hannibal. Talk to him and everyone attack then go kill the other 4 enemies. Quest done.

I just did this in my current playthrough so I had a chance to experiement around with the options and what was working and what didn't work currently. This seems to be the easiest and best way to finish this mission without running into the various bugs now associated with it. Hope it helps.
OK so I'm 3 years late but what I found that did it was that at the Temple of Union, there where three non-hostile slavers, hovering 30-40 steps around the site. After I killed them, found Hanibal and Co. at the NW Metro.
