Guy inside of the Jefferson Memorial Rotunda Resreach Facility tank thing?

Look very closely at this image, which I took in game. There appears to be a man inside of this tank. What is he? What is he doing in there? Is he dead? Is he part of Project Purity? Is he a clone or something? Will I find out if I just carry on with the main storyline? Has anybody ever noticed this before?
Note: If the answer to this mystery man's idendity is found later in the main story, don't give me any spoilers please!

Nevermind, I did an online search, and evidently the mystery "man" is actually President Jeffreson's statue. Case closed!

Yeah, it is the President...actually most of the mall is exactly like it is in real life...enjoy all the fun you will have in this game.

What about the rest of D.C. area? Does it bear resemblance (a little at least) to real Washington/D.C. area?
