the following has been copied and past from http://fallout.wikia.com/wiki/Bobby_pin

Bobby pins can be found:
a. In merchant's inventories.
b. On the dead bodies of feral ghouls, raiders, and other enemies.
c. On the bodies of trogs around the Pitt steelyard.
d. On tables inside intact houses across the Wasteland.
e. In first aid boxes.
f. In safes or other places where you have to pick the lock, so they will usually be replenished if 2 or 3 have been broken.
g. In some cash registers. There are several cash registers in the sub-basement of the National Archives.
h. In Amata's room during the quests Escape! and Trouble on the Homefront.
i. In ant refuse piles.
j. Directly west of Rockbreaker's Last Gas, on top of a large cliff, there's an abandoned shack. k. Inside the shack there are approximately 14-20 bobby pins on the bedside table near the average locked ammunition box.
l. In Calvert Mansion at least ten bobby pins can be found in wardrobes around the house.
m. In the Supply plant of the steelyard there is an average locked door with 6 steel ingots inside. In front of the door, there are multiple packs with bobby pins.
n. Lying next to corpses/skeletons. (They look like match-stick boxes)
o. Inside Evergreen Mills Foundry, there are several dressers, each containing 3, along with various bottles of alcohol.

Or you could keep one, and just save every time.
I adopted a killer strategy.

Simply, upon finding a lock to pick, hit F5 to quicksave, if you break the pin, simply F9 to quickload until you pick the lock. Same with hacking, you will never need to lose another pin again, or lose a hack again....You don't even need to break your game using console commands!

Why not just do "unlock" while your at it?
takes the fun out of lockpicking, that...nah, just quicksave b4 each attempt. That also by passes losing pins, but you still get to attempt to lock the pick AND GAIN XP.

If you encounter a terminal-locked door, to gain more XP, hack the computer first, and don't unlock via the terminal, manually pick the lock. Or pick the lock then hack the terminal, either way, do not unlock via the terminal and you can enjoy gaining more XP

Maybe try roleplaying... i.e. leave tough locks alon and just make a note of the location and return to it.

Personally LP is one of my primary skills so it start pretty high anyway and Im fairly careful in using them. Im coming to the end of my current game and have over 100 now.... and Ive broken about another 40+ trying. Mostly from finding them in every place Ive been to and looked. Though probably about 1/5 from buying them.

Try forcing some locks if the % is high.
