This fix was taken from the Fallout Wiki so if it doesn't work then blame them and not me :P
-Edit: Some people are saying theirs is 02 in the load order, so try "player.setstage 02000802 20" if 03 isn't working. Overall it depends on your specific load order.
Crap. I installed a few mods prior. A few I don't think should matter much, since they're just buildings, however there were a few files I installed manually. 2 of them were for making fallout work on windows 7/8, and the last one was for fixing broken steel (technically a mod, since it's not an official fix and I downloaded it via nexus (I didn't install this manually)).
