I would still say Lincoln is better do to the perfect accuracy for long distance. Also Lincoln is the strongest precision rifle in the game.
If you truly want more damage, there is always Experimental MIRV.
And of course Firelance/alien blaster.
Also "MPLX Novasurge" is more powerful and A3-21.
Lincoln's Repeater is a great mid game weapon, but idk if i would put it as the best weapon for end game. I think Reservists Rifle and Victory Rifle give it a run for its money. You can get 100% crit chance with Reservists Rifle if your using a vats build combined with 5x crit multiplier. I think the only case that can be made for lincolns repeater is that it is good for non-vats builds because of its accuracy. But the ammo is scarce and its only a 2x crit multiplier.
That is if you don't use ammo presser in The Pitt or infinite ammo glitch on Anchorage, then there is no worry for running out of ammo.
