FallOut seems to take the failure of collectivism in China (as well as other issues) and Russia as a reason why they attacked the western world (ie: there was the Resource Wars prior to the Great War in FallOut).
In FallOut the war involved China, Russia and a number of other countries, but China and Russia both were involved as aggressors.
Russia was not a communist state by the time *Fallout* came around (1997 - fall of the Soviet Union happened at the end of 1991) and the CIS (the SU's successor state) was not (and has not been) a serious geopolitical player for a long time by FO3's release.
But China is communist (officially, unofficially their some wierd hybrid of fascist cronyism) and was (and still is) making loud noises as the feel their way into the top of the second tier world powers list.
In addition, *currently* China is the 'yellow menace' du jour, since Japan's collapse in the '90's (after everyone spent the '80's wetting their pants over MITI) [as an aside, China's heading the same way - central planning of large economies simply does not work, as every centrally planned economy in existence is ♥♥♥♥♥].
So, Russia was yesterday's news, China's in today's headlines - make the American's antagonist Chinese instead of Russian, <sarc>brilliant masterstroke, literary genuis!</sarc>
'Cause that implies moving a landing force through the Panama Canal (right smack inthe middle of the US's military sphere) or a Suez/Cape of Good Hope transit - with the attendent logistical difficulties of managing and supplying an invasion force capable of striking, literally, on the other side of the world from home during a time of major resource scarcity.
As to how a chinese force managed to infiltrate the eastern side of the continent, It's not too hard to imagine with all the books and guides you read about it, That the US was spread entirely too thin to deal with its own ♥♥♥♥ (Revolutionaries, Famines, Shortages, Misapporpriation of funds, Shadow government factions, The annexation of canada as a desparate ploy to reinforce that weak link of Alaska and for raw materials and food for their struggling nation. Well before the great war, The US was already groaning under its own weight.
