Is there a mod to remove the level scaling?

No, I'm not saying to make every single enemy in the game die from you breathing on them, I'm talking about making it so you can't destroy raiders equipped with rifles, shotguns, and flamers with nothing but your 10mm pistol as soon as you get out of the pampered life of living in a vault, remove being able to squash the super mutants like bugs at level 2 with a hunting rifle in ♥♥♥♥ condition, being able to walk up to Old Olney at level 5 and murder the deathclaws with a bad conditon revolver with little trouble, and kill ENCLAVE SOLDIERS (The ones that could one shot kill you in the 2nd game if you weren't careful even on the lowest difficulty) with your said ♥♥♥♥♥♥ condition revolver.

This is really driving me insane, is there a mod to actually make me have to level up in order to kill these things?
