Need help on how to make a Sniper Build
What S.P.E.C.I.A.L stats are best for sniping. I currently have 4 str, 9 perception, 5 endurance, 1 charisma, 9 intelligence, 7 agility, 7 luck. What do I want to aim for?

S.P.E.C.I.A.L. stats don't really apply to "classes" since there aren't technically class builds in-game. You only really need decent spread of points across them all. I'd suggest if you prefer snipers as a weapon then aim for luck and agility.

u dont need perception, this is not FO2 anymore
small guns is related to agility now
sneak helps to score those critical hits, and is also related to agility.

If u have the DLCs, consider investing in energy weapons since U can get one that is basically a sniper rifle but with MUCH more ammo around.

Obviously some armor will increase some of these so find them and use them :)
Now for my skill points can I be flexible on them or do I want to focus my skill poins on specific things.

Dang well I already got 2 perks since I didn't know what I was doing. I have one in comprehension and another in some other thing. Hopefully I didn't screw myself over.

well with GOTY all builds are the same, everyone can end up with 10 in all specials 100 in all skills, using just the basic build.

Start with 10 intelligence for max skill points, don't even need educated or comprehension perks can use those 2 slots for other combat perks. You get to level 30, pick almost perfect, all specials raised to 9, go grab the bobbleheads to raise everything to 10. Then the rest is just finding various special books to raise your skills eventually to 100.

The rest of your starting specials should be for picking your perks. Need 6 luck for criticals, 7 agility for nerves of steel, need 6 perception for sniper, etc.

5/6/5/1/10/7/6 Skip the special bobbleheads until you hit level 30. Bethesda ruins and vault 106 are pretty close to megaton so can get the repair and science bobbleheads easy and early, raise those up to 70 ish asap so you can open most stuff in the game (keep track of the 100 locks/terminals) so you can come back to those later, or just keep raising lockpick and science to 95 (+5 with clothes).

Then you start raising the skills of your choice to 70 (will get +10 bobblehead and +20 skill books) so 70 max, maybe less if you have boosting items (speech, barter, etc). So as a sniper after you get your lockpick and science up then raise up small guns, stealth, energy weapons if you want to snipe with those also, then you can start raising up your other misc skills.

in the end, what ever build you want always winds up with 10 in all specials and 100 in all skills, with plenty of combat perks to let you fight any way you want. so when your level 30 and only 1/4th of the way through the game, if you get bored with sniping you can go in unarmed, or melee, or big guns, or what ever you want and still will be maxed in everything. Any weapon you pick up you can use, open any lock or terminal, master of everything.

you don't need skill raising perks, you don't need special raising perks (cept almost perfect).

Males pick +10 exp, +10 exp at level 2 and 3 (cause lady killer not that great) and women pick +10 exp and lady killer. No other perks to choose at levels 2 and 3. Then grab all the combat and sniper perks you want, when you run out pick all the non-sniper perks you want (iron fist 3, demolitions 3, pyro, bla bla bla). And again, all characters turn out the same unless you specifically want to roleplay.

Regular fallout 3 you had to pick and choose what you wanted because you were capped at level 20, didn't have the almost perfect perk, etc. GOTY everything winds up maxed in the end if you want it. And why wouldn't you not want it, you'll still have 3/4th of the game to go through
