Editing .INI file?
First of all, when I do a search for the FALLOUT.INI file, I actually get something called FalloutPrefs. I DO NOT SEE a Fallout.ini file anywhere in the folder.

And in that file(the FalloutPrefs file), if I search for the bUIseThreadAI=O line, it does not exist.

This is the contents of that file:

[Display]
iMaxDecalsPerFrame=10
iTexMipMapSkip=0
iWaterMultisamples=4
bTransparencyMultisampling=1
fSpecularLODStartFade=2000
fShadowLODStartFade=1000
fLightLODStartFade=3500
bDrawShadows=1
iActorShadowCountInt=6
iActorShadowCountExt=6
iShadowFilter=2
iShadowMapResolution=1024
iAdapter=0
iSize W=1280
iSize H=720
iMultiSample=4
iMaxAnisotropy=15
iPresentInterval=1
bFull Screen=1
sD3DDevice="NVIDIA GeForce GTX 780M "
[Grass]
b30GrassVS=0
fGrassStartFadeDistance=7000
[Imagespace]
iRadialBlurLevel=2
bDoDepthOfField=1
[Water]
bUseWaterRefractions=1
bUseWaterReflections=1
bForceHighDetailReflections=1
bAutoWaterSilhouetteReflections=0
bUseWaterDepth=1
bUseWaterDisplacements=1
iWaterReflectWidth=1024
iWaterReflectHeight=1024
bUseWaterReflectionBlur=1
iWaterBlurAmount=4
[TerrainManager]
fTreeLoadDistance=40000
fBlockLoadDistanceLow=50000
fSplitDistanceMult=1.5
[LOD]
fLODFadeOutMultActors=15
fLODFadeOutMultItems=15
fLODFadeOutMultObjects=15
[BlurShaderHDR]
bDoHighDynamicRange=1
[BlurShader]
bUseBlurShader=0
[Launcher]
bShowAllResolutions=1
uLastAspectRatio=3

Again, I can not find a Fallout.ini file in the fallout3 folder in Documents.

Not sure what to do now.....

Okay, so I searched in every file in Fallout 3 and found the line in a file called Fallout_default.

There definitely is NO fallout.ini file.

I altered the one line and added the second in the fallout_default file, but it had no effect on my game. I still freeze up as soon as I enter the Listening Tower in the Anchorage area.

The instructions are pinned at the top of this forum.
You edited the wrong file, changes there won't do anything to help you.
The correct one is in C:|users\Documents\my games\Fallout3\FALLOUT.ini

Right click this file and open notepad:
My Documents\my games\Fallout3\FALLOUT.INI
WARNING: DO NOT EDIT THE INI FILE IN YOUR FALLOUT PROGRAM FOLDER!!! THE CORRECT ONE IS IN DOCUMENTS!!!
find (control F) bUseThreadedAI=0
CHANGE to bUseThreadedAI=1
Immediately after this line, ADD this new line:
iNumHWThreads=2

I looked in there, too, and there is no .ini file. Really. Honestly. THERE IS NO .INI file.

The files in that folder are:

Saves (folder)
Fallout
FalloutPrefs
Renderer Infor.

That all, folks.

haha. It's right there!

The correct file is FALLOUT.
By default, windows 8 doesn't display extensions.
You can fix this by going to windows explorer options.

Anyway the go ahead and edit FALLOUT, which is really FALLOUT.ini

Thank you for all of this. I did indeed edit the file, and only had one crash after that. Merci, Merci, merci.
