There definitely is NO fallout.ini file.
I altered the one line and added the second in the fallout_default file, but it had no effect on my game. I still freeze up as soon as I enter the Listening Tower in the Anchorage area.
You edited the wrong file, changes there won't do anything to help you.
The correct one is in C:|users\Documents\my games\Fallout3\FALLOUT.ini
Right click this file and open notepad:
My Documents\my games\Fallout3\FALLOUT.INI
WARNING: DO NOT EDIT THE INI FILE IN YOUR FALLOUT PROGRAM FOLDER!!! THE CORRECT ONE IS IN DOCUMENTS!!!
find (control F) bUseThreadedAI=0
CHANGE to bUseThreadedAI=1
Immediately after this line, ADD this new line:
iNumHWThreads=2
The files in that folder are:
Saves (folder)
Fallout
FalloutPrefs
Renderer Infor.
That all, folks.
The correct file is FALLOUT.
By default, windows 8 doesn't display extensions.
You can fix this by going to windows explorer options.
Anyway the go ahead and edit FALLOUT, which is really FALLOUT.ini
