i doubt you can join them. if you could, there would be missions in the game involving you either helping them or hurting them. all i ever remember is them trying to come kill me.
if you want their armor, you can probably add it easy enough. go to the armor section of the wiki and see.

Easyer way to do this is player.addtofaction (faction id) 1 for an example I am always set as a ally to ferals in fo3 and new vegas player.addtofaction 0001c6d3 1 and player.addtofaction 0001c670 1 and no npc's will be hostile towards you like skyrim factions.
